PRIMARY PURPOSE:


Oversee the district's federal Title programs and grants to ensure effective coordination and compliance with other funding sources, as well as adherence to local, state and federal regulations.

 

QUALIFICATIONS:

 

Education/Certification:
Master's degree
Valid Texas teaching certificate

 

Special Knowledge/Skills:
Organize and coordinate districtwide program
Knowledge of district-wide systems

Knowledge of requirements surrounding state and federal funding
Interpret policy, procedures, and data
Strong organizational, communication, and interpersonal skills

 

Experience:
Campus administration and experience with TEAL, federal and state programming, grant writing and program evaluations preferred

MAJOR RESPONSIBILITIES AND DUTIES:

 

Program Management


1. Oversee the Title I- Improving America’s Schools Act, Title II Principal and Teacher Training, Title IV Safe and Drug Free, and other federally funded programs


2. Coordinate and collaborate with district and campus instructional leaders on a comprehensive system for use and compliance of federal programs and grants


3. Develop and monitor budgets for federal programs, ensuring funds are allocated appropriately and used effectively


4. Write and submit grant applications to secure federal funding and ensure compliance with grant requirements


5. Collect, analyze, and report data related to federal programs, ensuring accurate and timely submission of required reports to federal and state agencies.


6. Stay informed about changes in federal education laws and regulations and ensure the district adheres to these requirements

8. Develop and update policies and procedures to ensure the district’s compliance with federal mandates and guidelines

 

9. Assist families experiencing homelessness, foster parents, social workers, and local shelter managers in identifying students, enrollment, and connections to necessary services


10. Demonstrate initiative and proactively seek opportunities to increase a deeper understanding of the federal and state programs and the role they


Policy, Reports, and Law

 

11. Comply and implement policies established by federal and state law, State Board of Education rule, and local policy.


12. Compile, maintain, and file all reports, records, and other documents required.


13. Comply with all district and campus routines and regulations.

 

Budget and Inventory

 

14. Compile budget and cost estimates based on campus, and district needs according to program guidelines.


15. Demonstrates fiscal responsibility to program budgets.


16. Monitor and evaluate the effectiveness of federal programs, making recommendations for improvement and ensuring that program goals are met.

 

Personnel Management

 

17. Develop and conduct or arrange for stakeholder input including sessions for community and staff on evaluation of all federal programs and grants required by program guidelines


18. Conduct mandatory annual training related to McKinney-Vento and Foster Care to district staff for identification and enrollment of homeless and foster students


19. Serve as an advisor to principals of federal programs and grants in conjunction with the director.


20. Makes regular campus visits; confers with principal to discuss implementation and compliance; to assist staff in identifying areas and ways of implementing Federal funds and or grants.


Communication and Community Support

 

21. Provide resources and materials to support staff in accomplishing program goals.


22. Provide for effective two-way communication with administrators, teachers, and staff.


23. Consult with parents, administrators, counselors, teachers, community agencies, and other relevant individuals regarding these programs.


24. Articulate the district’s mission and goals to the community and solicit its support in realizing the mission.


25. Use appropriate and effective techniques to encourage community and parent involvement.

Frequent travel, both districtwide and out of district; occasional prolonged and irregular hours; ability to interpret student data; ability to interpret a variety of instructions furnished in written or oral form; computer processing skill, TEA federal grants site and application/evaluation process.

 

The Federal Programs Coordinator plays a critical role in ensuring that the district effectively utilizes federal resources to enhance educational opportunities for all students, especially those from disadvantaged backgrounds. Their work supports the district's mission to provide a high-quality education and close achievement gaps.
