Description

CONTRACT DAYS: 226

 

PRIMARY PURPOSE:

 

Assist in directing the district’s special education and 504 programs to ensure provision of services for students. Monitor delivery of individualized education programs and 504 plans to meet the needs of students and ensure compliance with all state, federal, and local requirements.  Assist the director in the supervision and professional development of all Special Programs staff.

 

QUALIFICATIONS:

 

              Education/Certification:

              Master’s degree

              Valid Texas teaching certificate with special education certification or evaluator license

              Appropriate administrative Texas certificate preferred

 

              Special Knowledge/Skills:

              Understanding of the individual needs of students with disabilities

              Ability to communicate with all levels of special needs students and their parents

              Ability to interpret policy, procedures, and data

              Ability to manage budget and personnel

              Ability to coordinate district professional development

              Strong organizational, communication, and interpersonal skills

                                                                                                                                                          

              Experience:

              Five years as a special education teacher or evaluator

              Three years as a special education administrator or supervisor

 

MAJOR RESPONSIBILITIES AND DUTIES:

 

1. Assist with supervision of special education/504 programs such as evaluations, homebound services, speech therapy,              related services and other identified special education programs and services

 

• Monitor special education teachers and paraprofessionals to ensure that student progress is evaluated on a systematic             basis, and that the findings are used to make special education programs more effective

 

• Ensure that special education support staff implement program improvement efforts that are consistent with federal and         state law

 

• Encourage and support the development of innovative instructional programs, helping teachers to pilot such efforts when         appropriate

 

• Ensure that curriculum renewal is continuous and responsive to student needs

 

• Encourage and support the development and implementation of effective instructional programs to achieve identified needs

 

• Ensure that staff development is consistent with special education/504 program needs

 


2. Obtain and use evaluative findings (including student achievement data) to gauge special education program                          effectiveness, through the TEA Self-Assessment process and continuous improvement planning

 

3. Perform other duties as assigned by the Special Programs Director, such as train and monitor the district’s Threat                    Assessment process


Student Management

 

4. Establish and maintain open lines of communication by conducting conferences with parents, students, and teachers              concerning vital issues

 

Policy, Reports, and Law

 

5. Offer constructive suggestions to ensure that policies, state, and federal regulations support the teaching/learning process      for students

 

6. Implement the policies established by federal and state law, Commissioner of Education rules, and local board policy in            area of special education

 

Personnel Management

 

7. Develop training options and/or improvement plans to ensure exemplary operations in the special education/504 areas

 

8. Conference regularly with assigned staff to discuss performance, jointly develop improvement objectives, and identify            professional development and teaching opportunities

 

9. Effectively coach staff, providing technical assistance to principals, teachers, and encourage improved overall performance

 

10. Assist the director in the supervision of the districts’ evaluation staff, speech/language pathologists, related service                  personnel, homebound program, and coordinate the duties of the special education bilingual interpreter/translator with          campuses

 

Communication and Community Relations

 

11. Serve as district liaison to community agencies providing services to students and notify parents and students of                    available services

 

12. Demonstrate openness and willingness to listen to parents and community members

 

13. Demonstrate awareness of district-community needs and initiate activities to meet those needs

 

14. Demonstrate a commitment to the mission of the district as it is communicated to the public

 

WORKING CONDITIONS:

         Mental Demands/Physical/Environmental Factors:

Maintain emotional control under stress. Frequent district wide travel and occasional statewide

travel; continuous prolonged and irregular hours.
